what they are asking is not something I would ever do, even if it was only a single file that had been modified.

And the installation packages for SP levels must rewrite all files because they are all recompiled.

You can perform silent installations that you can push via SMS or similar means, the documentation has instructions on how to, please see the Installation Guide chapter 5 section 4
